We hold the gifts of freedom and absolute democracy to be our most prized possession. We define our world by them, make every effort to expand the use of democracy, and choose to lead lives in the defense of freedom. We, the free people of the Republic of Nasam, make this Constitution as our nation’s structure for the promotion of freedom and democracy for ourselves and for many generations to come.


Article One: Districts
Section One
The Republic shall be led by a Senate which will be elected by several Districts that shall be within the Republic.
Section Two
The Republic will be divided into Districts. Each District will be assigned a specific role in the organization and operation of the Republic. There will a minimum of three Districts in the Republic: Military, Scholar, and Sentinel.
The Military District - The soldiers of the Republic. They represent our legions to fight against the Horde. It consists of our Army, our Navy, our Air Force, and our Marines. The Military District is led by the Commander. ((The Military District is our PvP District, and to obtain rank in it, you must attend PvP events, as well as Military oriented RP events like training sessions or ceremonies.))
The Scholar District - The professors and scholars of the Republic. They represent our lore, and knowledge of all things. They research in libraries, and around the world, collecting knowledge, and creating ideas. The Scholar District will be led by the Headmaster. ((The Scholar District is our RP District, and to obtain rank in it, you must be vocal about your ideas and creativity towards RP, such as creating an RP event or storyline, or helping in the creation of an event, as well as attending Scholar oriented RP events, such as the Republic's over-arching storyline.))
The Sentinel District - The Mercenaries and merchants of the Republic. They represent our industrial might, as well as our corporations and contracts. These forces are leased out to the Alliance to conquer various dungeons and collect resources and materials for the Republic. They are also the ambassadors of the Republic to foreign powers. The Sentinel District will be led by the Warlord. ((The Sentinel District is our PvE District, and to obtain rank in it, you must attend PvE events, such as raids, or farm materials for the guild bank, as well as trade oriented RP events like storylines that take place in low level dungeons.))
The Senate shall have power to expand upon or elaborate on these roles.
Section Three
Citizens will belong to one and only one District at a time with the option of transferring to another District with written permission from the Senator and District Leader from their prior District and the District they wish to transfer to. Citizens can only switch Districts once every two months.
New citizens must obtain written permission from the District Leader to join a District.
Section Four
Should the time come that another District must be made, it can either be created by a Senate decision or by a citizen’s request.
The Senate may create a new District if they have good reason for the decision, they have a leader to head the District, and if they have five citizens interested in joining the new District.
A citizen may request the creation of a new District if:
The District creator has at least five citizen signatures on the District Charter, stating that they wish to found the District;
The District has already established a ranking system and purpose approved by the Senate; and
The creator of the District has been voted worthy by a 2/3 vote from the Senate to create the District. If the Senate approves the District, the District creator will become the District Leader with the five citizens who have signed the Charter as members of the District; the Senator from the new District will be elected within two weeks of the District’s founding.
Section Five
Each District shall be headed by one District Leader who will lead the day-to-day proceedings of the District. District Leaders cannot hold any other office during their term as District Leader. The District Leaders shall ensure that the roles of the Districts are enforced and acted upon for the greater good of the Republic. District Leaders can be appointed by a vote of the Senate, voted into office by the District, or placed into office at the creation of the District. If a District Leader is accused of a crime, they shall be tried by the Senate. A District Leader can be removed from office if the members of District petition the Senate in regards to the subject and the Senate must investigate and pass a 2/3 vote to remove the District Leader from their office; a new District Leader must be appointed by the Senate or elected from the District within two weeks of the removal of the District Leader. A District Leader may sit in as Senator for their District if their District’s Senator Seat is vacant.
Each District will elect one Senator to the Senate. The Senator shall serve as the voice of the District in the Senate. Senators will be re-elected once every three months at the beginning of the month. Senators must be from the District they are running for, a citizen of the Republic for more than two weeks, and must be of mature age for their race.
Each District will have five ranks in hierarchical order. It will be the responsibility of the District Leader to title and create duties for the ranks. Ranks are forbidden to be nonsensical or to be titles of nobility.
Section Six
People that wish to join the Republic as new citizens must be interviewed by two Republic citizens or officers of at least the fifth rank or higher. Interviewers must ask the possible new citizen at the very least to state their full name, a brief synopsis of their history, any skills of trade or otherwise the person has, and if they are willing to devote and pledge themselves to the Republic. The two interviewers must both agree that the person wishing to join the Republic may join before the new citizen is naturalized.

Article Two: The Senate
Section One
The Senate shall be the absolute leaders of the Republic and shall be elected from the Districts once every three months at the beginning of the specified months. The Senate shall act as the legislative assembly of the Republic with the sole power to create laws that are necessary for the safety of the Republic and its citizens.
Section Two
Senators are elected once every three months within the first week of the specific month of election. Any person, who is a part of a District, has been a citizen for more than two weeks, and of mature age of their race, may run for Senate. On the first of the month that elections are to be held, a poll will open for 72 hours during which time any person that wishes to run for the Senate seat of their District may apply so long as they meet the requirements. At the end of 72 hour poll, a 48 hour voting window will be available at which time citizens of the Republic may mail in their vote for who they want to represent their District in the Senate to the Commander-in-Chief. At the end of the voting polls, the Senator-elect will be sworn in by the Commander-in-Chief no later than one week of their winning; the Senator’s term begins at their swearing-in ceremony. Senators must take the following oath: “I do solemnly swear, or affirm, to protect and defend against any tyranny and promote the freedoms of the Republic through the power invested to me by the citizens. I do swear, or affirm, that no amount of power will ever corrupt me lest I lose my place of power.”
Section Three
The Senate shall have the sole powers to create all laws that are necessary for the protection of the Republic, for the promotion of liberty, and for the common good of the Republic; to declare war upon an enemy state; to regulate all inter-District affairs; to approve and/or create Districts; to act as jury in the trials of severe crimes or the trials of government officials; to appoint a commander-in-chief, lesser judges under the direct control of the Senate, or District Leader of the Republic should such office become vacant; create a policing force; and to take any action that is required for the protection of the Republic and its citizens.
All powers that are not specifically listed in this document are forbidden to the Senate and are given to the Districts and citizens respectfully.
Any action taken by any of the Districts of the Republic that would affect more than one District must be sanctioned by the Senate. This includes but is not limited to the Military District making an assault on a target that the Senate has not declared war upon, the Scholar District beginning a new project that would affect the whole of the Republic, and/or the Sentinel District making a contract or pact with a foreign power.
The Senate shall not pass any law nor take any action that infringes upon the Freedoms defined by this document unless it is absolutely necessary for the safety of the people of the Republic. No Senator shall hold any other government office during their term as Senator.
((The commander-in-chief retains the power to move Senate decisions along should the Senate fall into meaningless and “stupid” IC or OOC drama.))
Section Four
Each Senator shall have one vote in all Senatorial issues. Should there ever become a tie between votes the commander-in-chief shall supply one vote to the matter.
Section Five
The Senate may from time to time move and pass amendments to this Constitution so long as the amendment does not change or infringe upon any part of Article Three. For amendments to be passed the Senate must come to three-fourths majority and then the citizens of the Republic will be given a 48 hour window to send votes into the Commander-in-Chief voting for or against the amendment. If the amendment passes both the Senate and the general voting, then it shall come into effect 12 hours after the general voting ends.

Article Three: Freedoms and Rights of the Republic
Section One
No law or act shall be passed by the Senate that conflict with these freedoms unless it is absolutely necessary for the safety of the people of the Republic.
Section Two
Freedom of Expression - The liberty to express what you feel and think without oppression from a higher power so long as what is expressed does not infringe upon or endanger other citizens.
Freedom of Judicial Usage - Citizens have the right to trial by a Judge.
Freedom of Enterprise- All citizens have the freedom to pursue any profitable financial ends they please so long as the enterprise does involve illicit activities and does not infringe upon another person’s rights and freedom.
Right of International Protection - Citizens are guaranteed protection from the Horde and other Alliance nations, so long as they have not violated Republican Laws or the laws of the land they are currently in.
Right of Extradition- If arrested by another Alliance Nation, the Citizens are to be extradited back into the custody of the Republic.
Right to Fair Trial - All citizens when accused of a crime have the right to a fair and speedy trial.
Right of Appeal - Citizens have the right to appeal decisions made by a Judge to the Senate in regards to their punishment. The Senate can overturn the decision, lessen the sentence, or dismiss the appeal altogether.
Freedom from Conscription - Citizens have the freedom of choosing any District they wish and will never be forced into a District.
Freedom from Military Oppression - The military will never be used to police the Citizens of the Republic. Unless persons are found in violation of military code, citizens are to be policed and arrested only by sanctioned Officers.
Freedom to Pursue Justice - All citizens are free to participate in battles not sanctioned by the Senate so long as:
A) It does not run counter to a battle sanctioned by the Senate.
B) Doesn't endanger the lives of the People who do not wish to participate.
C) Soldiers are not fooled into thinking the battle was sanctioned.
Soldiers cannot be ordered to participate by superiors in any event not sanctioned by the Senate and no soldier will bear the tabard of the Republic while engaged in such combat. This right does not authorize the military to take action whenever they please. Persons wishing to utilize the 10th freedom must speak with the Leader of their District first for approval and cannot inform anyone else of their decision to utilize the 10th Freedom as to not persuade others to their cause. People found attempting to rally anyone other than themselves to utilize the 10th Freedom will be removed from their status as a military person or other officer forever.
Freedom of Religion - Citizens are allowed to worship any deity they chose so long as their worship does not bring harm upon other people and the Republic as a whole.
Freedom of Life – Citizens shall never be deprived of life without just cause determined by a trial.
Freedom to Pursue Contentedness - Citizens are free to pursue whatever lifestyle makes them happy. This extends to even "bizarre" moral choices, such as same-gender relationships, and mundane ones, such as running one’s own business.
Section Three
Those accused of a crime are to be informed of the nature and cause of the accusation.
Those accused of a crime have the right to confront their accuser.
Those accused of a crime are innocent until proven guilty.
No person shall ever be tried twice for the same crime.
No person shall be deprived of any right or freedom without a fair and just trial.
No person shall ever have to incriminate themselves.
No person shall be faced with excessive bail and fines, or face cruel and unusual punishments.
No person shall ever be tortured into a false testimony or for any other reason.
All citizens shall be protected from search and seizures unless presented with warrant to do so.
All prisoners will be treated with the most humane treatment as possible.

First Amendment

In regards to Article One, Section Six, the follow replaces all clauses of the Section mentioned:
((People that wish to join the Republic as new citizens must be interviewed OOC by one Republic citizen that has been enlisted into a District. Interviewers must ask three questions: Does your character have a backstory? Are you okay with a mature environment? And can you turn on Officer Chat? The answer to these questions must be Yes. If question one is answered no, the interviewer must establish with the person a very simple backstory of where the person is from, when they were born in relation to the Dark Portal opening, and why they are their class. If question two is answered no, the person should not be invited to the Republic. If question three is answered no, the interviewer is to explain how to turn on Officer Chat.
When a person is invited to the Republic, they will be placed a trial rank of Citizen. This is where the Republic will keep them until they can be moved into a District. The Interviewer must explain the District system and our ranking system to the new recruit. The Rank of Citizen will have no power other than to speak in the OOC channel.
When the Rank Citizen wishes to join a District, and have been in the Republic for at least 5 days, the Senator and the District Leader must hold an IC interview with the Citizen, regardless of the District, before they are to be allowed into the District. ))

Second Amendment

In regards to the amended Article One, Section Six, the following shall replace the Section mentioned:
((All recruits must be either roleplayers or people with interest in roleplaying such to agree that they will act upon it. In order to be eligible to apply for citizenship within the Republic, you must be at least in your 40th season (death knights are required to be in their 65th season). Only officers (rank 5 and above) of the Republic may interview and grant citizenship to applicants.
When interviewing a character, the officer must use discretion in determining the quality of the interviewee by investigating the following criteria:

1.What is the applicants background, or can they tell you something about themselves?
2.Why does this person want to become a citizen in the Republic of Nasam?
3.Follow up questions.

These criteria should give a good grasp of the character's identity as a roleplayer and generally introduce their persona to the Republic on some degree. If the character is still working on their identity as a roleplayer, take this time to encourage them to practice a role, even if it is not their “official” role. The applicant must provide their roleplaying nomenclature that they go by for in character purposes. The applicant may go by an assumed name, if that is what they prefer. The officer is not required to address the applicant with any epithet the applicant may give them (especially if it is overly aggrandized). It is preferred that the applicant's name follow the Non-Medieval/Fantasy Names clause that applies to all roleplaying servers as addressed in Blizzard's support article, #20458 (http://us.blizzard.com/support/article.xml?locale=en_US&articleId=20458), but if the applicant offers an adequate explanation of why their name seemingly violates this, they may not be refused entry on this criterion alone. (It should be noted that there is no way one could know somebody's in character name unless they are the source of this information while in character. To assume that one's in character name is the one they are addressed as in the client would be an act of metagaming.) The applicant will be denied entry if their name is unequivocally and overtly offensive. The interviewer should also be willing to answer any questions, either in character or out of character, that the applicant may have. The interviewer must notify the applicant that the Republic of Nasam is a guild intended for mature participants, which manifests into roleplayed themes as well as out of character chat; the Republic of Nasam does not observe censorship and is not intended to furnish "kid friendly" mindsets. Thorough descriptions of raunchy sexual experiences are generally discouraged. The interviewer should also make sure that the applicant knows the difference between in character and out of character, as well as how this is observed with guild chat.

Alternate characters of citizens within the Republic must be interviewed unless their veteran character is an officer, however, the level of any alternate characters may be ignored when applying for citizenship.

If there is any character that wants to apply for citizenship that is neither an alternate character nor of a high enough season to join the Republic, an officer may vouch for the character, allowing that person the privilege of being interviewed. Whomever vouches for an applicant may not interview the character themselves, another officer must provide the interview. Whomever vouches for an applicant is responsible for the applicant's smooth integration into the Republic of Nasam.

It is the collective responsibility of everybody in the Republic of Nasam to ensure that new citizens have a smooth and satisfying integration into the Republic of Nasam, as well as the roleplaying aspect of the server.))



In regards to the amended Article One, the following shall be added to the Article as Section Seven:
((Any characters rank 4 or below that have been inactive for 1 month will be removed from the Republic. Characters with a rank 5 automatically have an extended leave of 3 months. The only way to bypass this is to have the public guild note altered that gives reason for extended absence. Anybody leaving for an extended period is responsible for notifying a superior officer to make this adjustment. Alternate characters of veteran members are no exception, it is their responsibility to maintain any characters represented in the Republic to the point where they are productive. Any characters that have been expelled from the guild due to a period of inactivity and wish to join the Republic again may have their citizenship renewed at the discretion of an officer. Note should be taken that inactivity was indeed the exclusive reason the person in question was expelled. The person seeking renewal of citizenship must be able to explain their absence both in character and out of character.

District Leaders, Senators, the General, and the Commander-in-Chief are special cases and should be handled and addressed by the Commander-in-Chief or the collective Senate in any way they see fit.)).
